Outlook 2013 - When attaching Outlook .msg files to an e-mail it is changing the name of the attachment

In the last few weeks if a user saves an outlook message, renames the file to something more understandable to our customers, then attaches this file to a new e-mail it changes the name of the attached file. The name it renames it to is the subject of the email that was saved. Any other file type attaches with the correct file name.

This is happening on Windows 7 Enterprise as well as Windows 10 Enterprise running Office 2013 x86.

Does anyone know why this has started happening or how to change it?
