Outlook 2013 on Windows 10 Search not working

Environment:

Outlook 2013 (15.0.5172.1000) from Retail Office 2013 Standard

Windows 10 1903 with all the latest December patches installed

Server is Exchange 2013, mailbox access is in Cached mode (all mail, not just 6 months) as the user is remote with slow DSL access

Mailbox is about 3G


Problem:

Search only returns a fraction (perhaps 5%) of the expected results


Tried so far (with a plethora of reboots between all the steps):

  • Rebuilding search index
  • Removing Outlook from the index, adding again
  • Run the search troubleshooter
  • Recreating the Outlook user profile

Problem does not exist on another (test) workstation with Outlook 2013 on Win10

Besides a wipe and reload of the entire system which is 3000 miles away, what is the process to resolve these Outlook search issues that actually works? Reading through the forum here, I see quite a few similar search issues but no reported successes resolving them.
