Outlook 2010 add PST - Types of storage is empty

A user with a brand new Windows 8/Office 2010 install can't add old PST files to her account. If you go to Data Files then click Add, the New Outlook Data File box comes up where you choose "Types of storage" (typically what version of pst you're adding), but that box is blank, and the only thing available to click is Cancel.
