Open with ... won't allow hh.exe for chm files

I have just noticed that CHM files are no longer opening on my (Win11) PC. If I select the CHM file and choose Open with from the right-click menu there is no "Microsoft HTML Help Executable" listed as there is on my other Win11 PC. Going to Choose another app on your PC and selecting c:\windows\hh.exe which is the Html Help app results in a message The programme you have selected cannot be associated with this file type. Please choose another programme. Running hh.exe directly from a CMD window (hh.exe "C:\Some path\some file.chm") opens the chm as expected.
