Open window closes when mouse is moved off

If I have 2 windows open on the screen, neither maximized, and I move the mouse arrow off of one of the windows, that window closes. I do not want this to happen. I want all open windows to remain open until I specifically do something to the window (close, maximize, etc.).Also, when I open File Explorer, I can scroll the right side without clicking the mouse. I cannot do this on the left side, I must click something in the left side before I can scroll.I want any and every window I have open to be active (or selected or whatever the right word is) as soon as I put the mouse arrow in that wind
