OOBE showing up on Explorer restart

Recently, since I moved to new user profile on my PC. I've been seeing the OOBE section when restarting explorer.exe or even just logging back into my account. The screen looks like this: It only appears for 3 seconds, but I find it very annoying. I've been trying to fix it, but nothing seems to work, and it also affects the Administrator user profile as well... I also do not feel like creating another user profile either.
