OOBE Error

[Windows 10]

Basically, a year ago, I reset my Windows 10 (used to be a Windows 7) laptop because it used to be very laggy (it's a Compaq/Presario). When I reset it, I wanted to reinstall Windows 10, but when I tried, it said "OOBEWELCOME", I have literally no idea what this is, but I need to fix it.
