Only Option in Network Connections Is Ethernet.

I recently got a optiplex 3020 with windows 10 on it, and, even after a factory reset, the thing will not connect to the internet. The only option is ethernet. If you troubleshoot, It comes up with "Ethernet cable is not plugged in"How do I fix this? FYI, I followed these steps before and nothing changed.
