OneDrive prevents restores from Recycle Bin

After rebooting my Windows 11 PC, about 2 dozen desktop icons disappeared from my desktop. I found them in my Recycle Bin. Restoring them doesn't work. Each file appears briefly on the desktop with a red x in the lower left hand corner, then disappears and returns to the recycle bin. If I pause OneDrive, the icon appears on the desktop with the red x. If I close OneDrive and try to restore, the icons return normally. But if I restart OneDrive, the icons all go back to the Recycle Bin!What is happening????
