OneDrive for Business - Missing 'Create Shortcut' Link

At work we want 'Person A' to own a folder containing secure data and 5 other people to have access to it via Windows File Explorer.Person A created a folder and shared it with others (via the link and/or email).When people click on the link, they get taken to the OneDrive website. They then click to go into the folder. In here, there should be a button at the top of the page called something like 'Create Shortcut' - this does not always appear.
