On-screen keyboard glitch - how do you override the on-screen keyboard even though you've selected off in the settings and it continues to appear?

I cannot get the on-screen keyboard to disable even though I've followed the required step going to settings > accessibility > on-screen keyboard toggle off and I've restarted the computer but it keeps coming up on the screen while I'm working and it overrides the selection which is clearly selected off.
