On both my laptop and desktop when I first open them i can't seem to access certain websites and apps.

For example youtube works fine but I try to use moodle for school and I can't access the website. Steam does not connect to wifi but if I use an online internet speed test I get to connect to wifi and hace good results (330mbps up, 140mbps down). There are other apps and websites that don't work but after a few times of either waiting it out or restarting my pc a dozen times it works. I want to know why it does this and how can this be fixed. Thank you
