fix for persistent Office update failure
I had this problem with Office 2003 on a Vista machine. The root of the problem is a defective install of Office. On my machine it was likely caused by a Registry cleaner. I found the answer here:

These are the steps from that site:
Back up registry first!
1st Rename Office subkeys
Note: Removing the following registry keys may reset customized user
settings for your Microsoft Office programs.
1. Close all the applications.
2. Click on Start->Run, type in REGEDIT and click on OK.
3. Locate and select the following registry subkeys:
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0
HKEY_LOCAL_MACHINE\Software\Microsoft\Office\11.0
4. Right click on 11.0 and rename them to Old11.
5. Close the Registry Editor.
2nd. Detect and Repair Office 2003
1. On the Windows taskbar, click Start, point to and click Control Panel.
2. Double-click Add/Remove Programs.
3. Click Change/Remove Programs on the left pane.
4. Highlight Microsoft Office Professional Edition 2003 on the right pane
and click Change.
5. Insert the correct version of CD when it requires.
6. Select ?Reinstall and Repair? and click Next.
7. Select ?Detect and Repair errors in my Office installation?.
8. Click Install and wait the process to end.
3rd. Re-Install the failed updates & be careful with reg cleaners.
On my Vista Business machine I encountered one error during Office 2003 repair - I got an 'Error 1913: Setup cannot update C:\Windows\System32\mapisvc.inf'. To fix this I had to find the file and apply new permissions to it: Right-click on mapisvc.inf, select Properties > Security tab > Advanced > Owner tab > Edit > Give yourself ownership. Close all the various windows and try Properties again, then change to allow full access to your login.
Note that this fix was for Office 2003. I am thinking the root cause (damaged registry) is the same as the symptoms are the same. You may be able to adapt this procedure to Office 2007 by just renaming the Office\12.0 keys (rather than Office\11.0). Alternatively you could try to reinstall Office 2007.
