Office for Mac - Outlook Customize Toolbar and Ribbon

Folks, Mac users for our enterprise are currently on the 16.31 version of Office for Mac Office 365 subscription. In Outlook, we do not have the ability to customize the toolbar and/or ribbon. No option found. We've searched high and low for an answer with no avail. can someone please help? How do we achieve this.
