Office 365 - Cannot expand the folder. The set of folders cannot be opened.

We have users that periodically experience trouble while trying to access shared mailboxes. When they try to expand a shared mailbox from their folder list in Outlook, they sometimes receive an error message:

Cannot expand the folder. The set of folders cannot be opened. Network problems are preventing connection to Microsoft Exchange.

The issue is intermittent. Sometimes a user will receive the error message, but after restarting Outlook they can access the shared mailbox for a while without trouble. Other times the issue will persist across restarts, but we've been able to resolve it by creating a new local Outlook profile. Other times the issue persists no matter what we try to do. We have tried having the users sign in to OWA and access the mailbox that way, and that always works. There does not seem to be any correlation between when different users experience trouble (i.e. User 1 may have an issue while Users 2 & 3 are working fine). All of the users are on the same LAN using identically imaged PCs.

We are using Office 365 E3 so our Exchange environment is totally within the cloud. A specific user that is having trouble right now is running Office Pro Plus v16.0.6741.2063.

All of the users have Full Access permission on the shared mailbox. We've tried removing / readding permissions on the shared mailbox, but this hasn't seemed to make any difference.

This has been an ongoing issue for at least several months and Office 365 support has not been able to provide us with a workable, long term solution.

What can I do to solve this problem?
