Odd behaviour with Task Scheduler

I have a small program set to run via a Scheduled Task on the "At startup" trigger (after a 2 minute delay) A) If I "Start button > Power > Restart" then it runs. B) I have another (.NET) program that runs at night and shuts the computer down programatically: When I reboot in the morning after this, the Scheduled Task runs. C) But, if I "Start button > Power > Shut down", then reboot - it doesn't. Why won't C) run? Seems mighty odd to me.
