O.E.M. Windows 10 device upgrades to Windows 11

Hello, I've heard mixed feedback from different vendors and peers in the industry regarding O.E.M. computer updates. We have computers that were purchased with Windows 10 Pro and Windows 10 Pro for Workstation licenses and they meet or exceed the requirements for Windows 11. Our O.E.M. rep and MS reseller are advising we need to purchase Windows 11 Upgrade licenses but I am reading contradictory information on the O.E.M. and MS community forums. In a corporate environment, is it safe to update a computer that was purchased with an O.E.M. Windows 10 Pro license (no explicit Windows 11 entitleme
