NVIDIA Control Panel unable to be opened

Why does it happen? And don't tell me to update my drivers because I just checked:For more information:My laptop has a Thunderbolt 3 Port and I'm using a Thunderbolt 4 Cable to connect my EGPU to it. Also I disabled a lot of services and other things which might or might not have caused the problem.
