NVIDIA Control Panel Options Missing

I have a gigabyte laptop, with a 4060i am missing several NVIDIA control panel options like the change resolution option, which is the main one. please help. I have tried uninstalling and installing again, rebooting the laptop. even factory resetting it. I have also updated all drivers many times. this is what is looks like now
