Ntasn1.dll error in Internet Explorer 11 and Outlook 2016

I am having an error pop up when attempting to access my Outlook 2016 email and or bringing up Internet Explorer. I can access my email if I used the web access using the Google Chrome browser, but not through Internet Explorer. I was looking for a location on the microsoft site to download this file, but I am not finding it. Any advise.
