I exported from IE6 and got the 'not a valid bookmark' when trying to import into IE7.
I openned my bookmark.html in notepad, and saved as bookmark2.html making sure to choose encoding:"ANSI" within the Save As menu.
That resulting file was then importable to IE7.

idea on how to solve this. By the way this is on XP Pro SP2 with all
updates applied.
