Normal start reverts to selective start

Normal startup always reverts to selective startup in win 10 and there are no check marks in system config boot except for timeout 32 seconds. I also navigated to H_KEY_LOCAL_MACHINE\Software\Microsoft\Shared Tools\MsConfig\State and deleted the sub keys and I had just did a reinstall of win10 where I keep my apps and folders. What is wrong?
