Nonprofit Pricing Limit from VAR or MSP - Office 365 E3 Level

Does Microsoft place a limit ( or cap ) on the percentage/price over the $4.50 currently shown on the MS website for Office 365 E3 nonprofit when purchasing through a VAR Value Added Reseller or MSP Managed Services Provider? Would MS allow the VAR or MSP to charge say 50% over that $4.50 or does it place the VAR or MSP in violation of any agreements they would have on capping nonprofit pricing? Is this a buyer beware situation where the VAR or MSP can basically charge whatever they want? I could see that being the case with a normal license, but with a nonprofit license I would suspect MS would like to cap the price even when the VAR or MSP adds "administative fees" in addtion to the $4.50.
