No taskbar when "Second screen only" is selected

When using laptop with external monitor (thunderbolt) and only displaying desktop on external monitor the taskbar is missing when resuming from sleep. Taskbar appears when selecting "Duplicate" or "Extend" mode and then disappears again when "Second screen only" is selected.https://www.youtube.com/watch?v=7PEalgnd6dE
