NO Start

my laptop Dell vostro 3510 can't start normally, i have to plug in the charger and turn on the laptop, i checked the battery and it's normal. i see the laptop flashing 4 orange lights and 1 white light. i don't know what's wrong with the laptop. hope you can help me
