No options to install a language pack. I need to switch the display language to English, but only Spanish and Japanese is available.

There is no language list that shows up when I try to add English to my preferred languages. Doesn't show up even after waiting for a while. Please help. I cannot upload an image here for some reason, but here are the steps i followed: Time & Language > Language > Preferred Languages > add a language
