No display in monitors after waking up and booting on pc

Monitors power on when pc is powered on but shows there is no signal I have reseated my cam shorted my cmos pins (I think) uninstalled and reinstalled gpu and nothing works I can’t go into safe mode or anything because there is simply no signal to the monitors I need help please
