No access to Windows 11 system apps: setup & no taskbar/time icons

I upgraded to Windows 11 a few days ago, I have experienced no access to the Windows 11 system apps: setup & no taskbar/time icons.I have tried the recommended solutions from support (DISM repair, new user account, updating taskbar link), but after 3 days it failed again.The main explore.exe program keeps crashing. What is the command to execute recovery to Windows 10 using the command line?!HELP!!!
