No Access to PC or Microsoft Account. Can anyone help?

My 80 year old father has locked himself out of his PC and has forgotten his PIN and password. We have tried to reset his Microsoft password following the reset prompts. The first security code gets sent to his email address which he receives. The second code is supposed to be sent to his phone, but he does not receive it. From what we can see the phone number looks correct and it accepts the last 4 digits of the number when we enter it.
