No Access to any Settings and Account

How do I fix this please help me,when I click any kinds of my settings it just freezed and my Windows button is not working I think my PC is hacked or something cause if I click "Change settings that are currently unavailable" it freezed or keep loading,I can't open my Settings or anything if I log in to my Administrator account it turns black also and I tried fixing the Task Host window but it didn't work cause any settings I Click I can't access it it only freezed when I click it.
