"News and interests" keeps turning itself back on.

I have read 30 posts about this same question and I have followed every one. Regardless of what I do, I can't shut off "News and Interests". It overrides every action I try and it just puts itself back on my taskbar. I hate the fact that every time I move my mouse over it a huge pop-up comes up with irrelevant information and blocks half my screen. It's worse than spam. I paid 100 dollars for this operating system and I should be able to turn things off in the settings.
