New Windows 11 pc not letting me RDP Into it

I'm switching my Windows 10 PC to Windows 11 and the OptiPlex 5060 Pro Editor. I can VPN in to the Windows 10 PC fine; however, when I try to remote into the Windows 11 PC, it won't let me. Same static IP address. The remote desktop setting is on, and remote desktop use has been added. Note that the Windows 10 PC no longer uses the static IP; it has a different IP address now. I've checked the "Allow apps to communicate through the Windows Defender firewall, and the box has been clicked. I've tried all the solutions listed here: https://www.anyviewer.com/how-to/windows-11-rdp-not-working-0007
