New WIndows 11 license

Hi,I build my new PC, so I buy new Windows 11 HOME DSP OEI DVD License - KW9-00648My Seller (Microsoft Gold Partner) say there is no difference between OEM and BOX version, the only one is media disk.So my question is:1. Can I move this license from one computer to another after hardware change?2. License is related to motherboard or Microsoft Account?
