New Teams Desktop "Notify when available" feature not functioning

So New Teams has recently brought back this feature. Has anyone else run into the issue of the feature not functioning properly? Like you can set users to get notified when they are available, but you never get the notification?Oh, and BTW our environment is running off multisession VMs
