New SSD, “Preparing Automatic Repair“ loop

I am currently replacing my 250GB SSD with a 2TB NVMe SSD, I want to do a completely new clean install of windows, not clone the drive so I can get a fresh start.I couldn’t get the new NVMe working with the windows 11 installation media, I did attempt to use the media creation tool but the install wouldn’t work on the drive at the “Select location to install Windows 11” stage (* see image 1:
