New PC won't shut down and restart properly when doing a "restart" from Win 11 power options button.

Built new PC with Gigabyte Aorus Elite motherboard with new install of Win 11. PC boots fine, however if I select a "restart" from Windows power options - monitor goes off but PC does not seem to completely power off - gets "hung". I have to hold power button to turn PC off and then back on and it boots fine. What can I look at to determine why this is happening???
