New Install of Win 11 Without an Optical Drive

I have my late mother-in-laws 1-year old laptop. The laptop is password protected to the point that she couldn't get into it before she passed. I want to perform a new install of Win 11, but the laptop does not have an optical drive and there doesn't seem to be any new installs on Flash drives. Please advise.
