New content still being installed onto certain drive despite following steps to have everything downloaded onto a different drive

C: drive has extremely limited space so I wanted to have all new content downloaded onto W: instead, in storage settings I have set every toggle of new things to be downloaded to the W: drive. It appeared that new content was being installed to both drives this time so I did something more advanced by changing the location of ProgramFilesDir, the problem still consisted. Can't send images for some reason but the C: drive has 500 MB free of 29.2 GB which is why I want to change it in the first place, however it keeps getting fuller when downloading new content to my PC despite what I have done
