New Computer - Can't Sign In With Microsoft Account

I just got a new computer with Windows 11. It was pre-configured with a local admin account and I'm trying to add additional accounts. I can add the Microsoft accounts under Settings->Accounts->Family & other users. My problem is that when I try to sign-in with any of those accounts, I'm not prompted to put in a password or anything else and thus can't actually sign in. When I click on sign-in the first time, the screen briefly flashes to black and shows welcome before going back to sign-in screen. If I click on sign-in again, at most I get the blue rotating circle and no dialog
