Never option on "Combine taskbar buttons and hide labels" doesn't work

Hi, I am desperate to ungroup my taskbar buttons as this feature wastes so much time for me. However, even though I have "Combine taskbar buttons and hide labels" set to "Never", they are still all combining. How do I get the "never" setting to work? I am up to date on Windows Updates.Edition Windows 11 Home Version 23H2 Installed on ‎22/‎08/‎2024 OS build 22631.4602 Experience Windows Feature Experience Pack 1000.22700.1055.0

"Show taskbar on all displays" setting doesn't work when turned on. Eventually reverts to showing only applications where window is open.
