On a computer that has .NET Framework 1.0 or .NET Framework 1.1 installed, if
you uninstall the security update corresponding to KB928366, KB929729, or
KB928367, the file version is rolled back to the last Service Pack. This
uninstall cleanup tool addresses this issue.

Most users don't have Framework 1.0 now as no-one writes applications in Visual
Studio.NET 2002 now because 2003 was quickly released along with Framework 1.1
