.NET Updates fail with error 80073712

Months ago .NET updates stopped working with error code 80073712. The current update is 2022-02 S & Q Rollup for .NET Framework. I've tried repair tool but no help. I note that there is nothing in "Remove Programs" about .NET but the Registry contains several keys for .NET 2.0 and 4.0. Attempting to remove .NET from the registry failed so I could do a new installation. What can repair .NET?
