.NET Framework 3.5 Installer will Not Run

I need to install the .NET Framework 3.5 for Windows 8.1 for some third party applications that I am using for 3D models. However, the installer will not run when I click on it. I looked in Windows Features and it is not there. Any other way of obtaining it?
