I had the same Net Framework 1.1 failure to install upates problem. A
Microsoft Tech solved the problem for me with two different methods.. One
worked, the other didn't. This is them. I'm leaving in his detailed
directions.
This behavior can be caused if the following registry keys are corrupt.
HKEY_CLASSES_ROOT\Installer\Patches\7FCDE114D557E4147AB4D3DC56385F98
HKEY_CLASSES_ROOT\Installer\Patches\3574AFE896173CC42AB8A061348B3AB9
To resolve this issue:
1. Click Start, click Run, type REGEDIT, and click OK.
2. After we open the registry editor, locate this branch using the (+) icon
in the left pane:
HKEY_CLASSES_ROOT\Installer\Patches\7FCDE114D557E4147AB4D3DC56385F98
3. Right Click on "7FCDE114D557E4147AB4D3DC56385F98" and then choose delete.
Click Yes to confirm.
4. Locate the other key using the (+) icon in the left pane:
HKEY_CLASSES_ROOT\Installer\Patches\3574AFE896173CC42AB8A061348B3AB9
5. Right Click on "3574AFE896173CC42AB8A061348B3AB9" and then choose delete.
Click Yes to confirm.
6. Restart the computer.
Then download and install .NET Framework 1.1 again.
1. Download .NET Framework 1.1 from the link below:
http://download.microsoft.com/download/a/a/c/aac39226-8825-44ce-90e3-bf8203e74006/dotnetfx.exe
2. Install .NET Framework 1.1.
3. Download .NET Framework 1.1 SP1 from the link below:
http://download.microsoft.com/downl...-bdb8-c4e00af5b94b/NDP1.1sp1-KB867460-X86.exe
4. Install .NET Framework 1.1 SP1.
After that, check if you are able to install this security update with no
problems.

Note: The above did not work for me because neither of the registry items
were on my computer. His next advice was the following which did solve my
problem.
1. Download the cleanup_tool.zip
http://astebner.sts.winisp.net/Tools/dotnetfx_cleanup_tool.zip
2. Extract this zip file.
3. Double click cleanup_tool.exe.
4. Click Yes
5. Click Yes
6. Choose ".net framework - Both Versions" in "Product to cleanup" bar and
click "Cleanup" button.
Enter Safe Mode
1. Restart the computer.
2. Keep pressing the F8 key until the Windows Startup menu appears.
3. Choose Safe Mode, and press Enter.
In Safe Mode:
1. Delete the folder C:\WINDOWS\Microsoft.NET
2. Delete the folder C:\WINDOWS\system32\URTTemp
3. In the C:\Windows\System32 folder, locate the file mscoree.dll. Right
click the rename it to mscoree.old (This file was not on my coputer)
Return to Normal Mode.
Reinstall .net framework programs:
Download .NET Framework 1.1 from the link below:
http://download.microsoft.com/download/a/a/c/aac39226-8825-44ce-90e3-bf8203e74006/dotnetfx.exe
Download .NET Framework 1.1 SP1 from the link below:
http://download.microsoft.com/downl...-bdb8-c4e00af5b94b/NDP1.1sp1-KB867460-X86.exe
