Need urgent fix: PC startup black screen.

I left to grab dinner and came back to my pc locked in a black screen with the cursor replaced by a blue loading wheel, unresponsive to any normal key inputs. Pc won’t shut down with one click of the power button and must be held down to force shut down. After several search attempts the only advice I’ve come across is to use ctrl+windows key+shft+B to restart graphics, to no help, as well as windows+P for display options, with no improvement, tried to boot again in safe mode only to get zero response(unable to boot safe mode).
