Need help with PC freezing, restarting and not turning on

So, a few years ago I built a PC that is an AMD system. For a while now I have been dealing with issues with my PC. Sometimes, when opening youtube or random applications the PC would start stuttering, then freeze and then restart on it's own. However, this never happened while gaming. Sometimes when turning on the PC I would get the all the lights and everything spinning, my keyboard and mouse lighting up but no video signal at all, just a black screen like my monitor was not even turned on.
