Need help understanding Hybrid Sleep and Hibernation

I understand what these things are and how they are supposed to work, what I don't understand is how the two work when both are enabled on a system.

If hybrid sleep is already saving a running image to the hard drive, and hibernation is enabled and set to occur x minutes what occurs when x has been reached? Does teh power simply turn off as the state has already been saved to the hard drive?

Is there a reason why this setting is not just merged with hybrid sleep?
