Need EFS encryption enabled to access work remotely via a Forticlient VPN. Upgraded to Win 11 Pro but it still won't work. See details below.

Please help! I need EFS encryption enabled to access work remotely via a Forticlient VPN. I have upgraded to Windows 11 Pro just to enable EFS and it still won't work. I changed the settings in Regedit and Services.msc as advised in previous threads, I supposedly have EFS automatically starting when I log in. But "Encrypt contents to secure data" is still grayed out on properties for all my apps, and my remote workspace won't let me log in until EFS encryption is active. My IT support for the VPN says they can't help until EFS is active.
