Narrator is not speaking in Windows 11 23h2 recovery environment

Hi there,I have noticed that on the latest Windows 11 23h2 version, Narrator does not speak when in the Windows Recovery Environment(WinRE). I believe it does work when trying to install windows, but in WinRE, there is no audio. I pressed CTRL+WIN+ENTER, and did not hear audio. I got sighted assistance and there was a dialog opened that talked about Narrator. I do not know why there would be no audio coming from it even though Narrator is turned on. My audio drivers and sound card are fine, everything works normally in regular Windows.I would like help fixing this issue.Thanks.
