My Windows 11 is out of S mode, but still refuses to run apps downloaded from the web

My Windows 11 is out of S mode (that is what the Microsoft store says), but still refuses to run any apps downloaded from the browser/web, despite what the microsoft pop-up says, i cant change my app recommendation settings
